Prepare the Biscuit Crust: Preheat the oven to 425°F (220°C). Line a baking sheet with parchment paper.
In a large bowl, whisk together the flour, baking powder, and salt.
Cut in the cold, cubed butter until the mixture resembles coarse crumbs.
Add the buttermilk and stir until just combined.
Turn the dough out onto a lightly floured surface and knead gently until it comes together.
Roll out the dough into a circle or rectangle about ¼-inch thick. Transfer to the prepared baking sheet.
Bake in the preheated oven for 10-12 minutes, or until the crust is lightly golden. Remove from the oven and set aside.
Prepare the Sausage Gravy: In a large skillet, cook the breakfast sausage over medium heat until browned and cooked through. Remove the sausage from the skillet and set aside.
Add the flour to the skillet and whisk for 1-2 minutes to create a roux.
Gradually whisk in the milk, stirring constantly, until the mixture thickens into a gravy.
Season with salt and pepper to taste. Return the cooked sausage to the skillet and mix well.
Assemble the Breakfast Pizza: Spread the sausage gravy evenly over the pre-baked biscuit crust.
Sprinkle the shredded mozzarella and cheddar cheese over the gravy.
Crack the eggs evenly spaced over the pizza.
Bake in the oven for an additional 10-15 minutes, or until the eggs are set and the cheese is melted and bubbly.
