In a large pot, bring water to a boil and add the diced potatoes. Cook for 10-12 minutes, or until tender. Drain and set aside.
In a separate pot, blanch the green beans in boiling water for 3 minutes, then drain and set aside.
In a large bowl, combine the sour cream, cream of mushroom soup, milk, garlic powder, onion powder, salt, and pepper. Stir until well mixed.
