Ingredients
  

For the Dough:

  • ½ cup unsalted butter softened
  • ½ cup brown sugar packed
  • ¼ cup granulated sugar
  • 2 tablespoons milk
  • 1 teaspoon vanilla extract
  • cups all-purpose flour heat-treated
  • ½ teaspoon salt
  • 1 cup mini chocolate chips

For the Chocolate Topping (Optional):

  • ¾ cup semi-sweet chocolate chips
  • 1 tablespoon butter

Instructions
 

Prepare the flour:

  • Microwave the flour in a bowl for 1 minute or bake at 350°F (175°C) for 5 minutes to kill any bacteria. Let cool.

Make the dough:

  • In a large bowl, cream the butter, brown sugar, and granulated sugar until smooth. Add milk and vanilla extract and mix well.

Combine:

  • Gradually mix in heat-treated flour and salt. Stir until combined. Fold in mini chocolate chips.

Press into pan:

  • Line an 8x8-inch pan with parchment paper. Press the cookie dough evenly into the pan.

Add topping (optional):

  • Melt chocolate chips and butter in the microwave in 30-second intervals until smooth. Spread over the dough layer.

Chill:

  • Refrigerate for at least 1 hour or until firm. Slice into bars and serve.
